The Island Security Policy Institute (ISPI) is a nonprofit, nonpartisan research organization founded in Honolulu, Hawaiʻi, in 2026. ISPI produces practitioner-led research on public safety, emergency preparedness and security policy for island and coastal communities, with a focus on Hawaii and the Pacific. Its 56 research papers are free at ispiglobal.com/research. ISPI is a nonprofit organization; its application for 501(c)(3) tax-exempt status is pending. Warren Pulley, founder and executive director
Warren Pulley is the founder and executive director of the Island Security Policy Institute. His background includes U.S. Air Force nuclear security; 12 years with the Los Angeles Police Department, with a specialty in child exploitation, human trafficking and vice crimes; six years as a Diplomatic Protective Specialist at the U.S. Embassy Baghdad; FEMA ICS/NIMS emergency management certifications; and service as director of safety at a Honolulu university, covering Clery Act compliance, Title IX coordination and emergency preparedness.
He is certified in behavioral threat assessment and management (BTAM) through the Association of Threat Assessment Professionals (ATAP) and has conducted more than 2,400 documented threat assessments across his career. ORCID: 0009-0007-8694-0149. Full profile: Warren Pulley.
