What Chief Lazar announced

Honolulu Police Chief David Lazar, who became HPD's 13th chief in July 2026 with 33 years of law enforcement experience including 24 years in police management and executive leadership, announced that HPD will deploy drones to potential crime scenes before officers arrive. The Department of Law Enforcement is providing the required equipment and personnel. Officers deploying a drone can observe a location in advance — determining whether a suspect is still present, whether evidence is recoverable, and what conditions officers will face on arrival.

From a practitioner perspective, this is a sound operational innovation for an understaffed department. With 448 sworn officer vacancies as of February 2026 — documented in ISPI's HI-03 and WP-05 — HPD's officers are responding to calls with reduced backup capacity and extended response times. A drone that provides advance situational awareness before officer arrival reduces risk to officers and improves the quality of evidence recovery. The AI governance question

ISPI's HI-10 and WP-11 document the AI governance framework gap for public safety technology deployed in Hawaii: public safety AI systems trained on continental U.S. data are deployed in communities with significant Native Hawaiian and Pacific Islander populations that represent less than 0.5% of most training datasets. The calibration gap produces measurably disparate outcomes. No Hawaii state-level governance framework currently requires independent calibration audits for public safety AI tools deployed in communities with high Native Hawaiian and Pacific Islander populations.

A drone program that provides advance crime scene surveillance raises this calibration question directly. The algorithms determining which locations receive drone deployment — whether based on predictive policing models, call-for-service patterns, or officer-initiated deployment — embed the same training data biases that ISPI's research documents in other AI public safety applications. If deployment patterns are driven by predictive models, those models' calibration for Honolulu's specific demographic and geographic patterns requires independent audit.

The workforce-technology intersection

Chief Lazar's drone program is also a workforce response — a technology investment designed to compensate for the officer shortage ISPI has documented as structural. This is the correct short-term operational response. ISPI's WP-05 and HI-03 document why the shortage is structural: the real driver is the homeownership calculation, not compensation alone, and technology cannot substitute for the community relationship capacity that understaffing removes. A drone provides situational awareness. It does not build the community trust that ISPI's WP-07 documents as the foundation of effective community policing in island jurisdictions.

The panel recommends that Chief Lazar's drone program implementation include an independent calibration audit of any predictive deployment models for Native Hawaiian and Pacific Islander community contexts, a transparent public reporting framework for drone deployment patterns by district and demographic area, and a clear policy on drone footage retention, access, and use standards consistent with Hawaii's community values.
